Conditional Certificate (ME)

Description
A conditional certificate is for applicants who have not met all requirements for a provisional or professional certificate. Schools must submit an affidavit of employment certifying that the school sought to employ a provisionally or professional certified candidate but was unable to do so and that the applicant is being nominated for a teaching position.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
Completed BA Degree
BA Degree + 24 hours

Prior Certification: Must NOT have Current (STATE) Certification

Notes
Applicant must have completed a minimum of 24 semester hours in the world language endorsement area being sought, OR earned a score of advanced level or higher on the ACTFL examination in the world language endorsement being sought.

As of 2016, No Basic Skills Exams Required

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.
The following is required for this route:

Course needed: Completed a minimum of 24 semester hours in the world language endorsement area being sought OR earned a score of advanced level or higher on the ACTFL Writing and Oral Proficiency Interview

Course needed: Teaching Exceptional Students in the Regular Classroom

Notes:
Native Languages – Wapanohki languages subject matter competence: Applicant meets tribal proficiency standards to teach that tribe’s native language, documentation by recognized Indian tribe in Maine, or by the Chair, and whose signature in either case is attested by the Tribal clerk.

Applicants must earn a score of advanced level or higher on the American Council on the Teaching of Foreign Languages (ACTFL) Writing and Oral Proficiency Interview (if not using Praxis exam)

Praxis II (Chinese-Mandarin, French, German, Latin, Spanish)

ACTFL OPI, WPT
Arabic, Hebrew, Italian, Japanese, Russian
Passing Score: Advanced Level or higher if not using Praxis exam.

Can be renewed 3 times. During this process the applicant may apply for a provisional or professional certificate if they complete are the requirements.

The applicant shall meet the following requirements to be eligible for a second or third conditional certificate:
(a) 6 semester hours of the requirements OR completion of all required coursework
(b) Basic Skills Test requirements in reading, writing, and mathematics
(c) Approval from the support system of an action plan for conditional certificate holders; and
(d) A completed renewal application, including a recommendation by the support system chair that a second conditional certificate be issued.

All school personnel are required to complete in-service suicide prevention awareness education training.
No Maine certification until fingerprints on file.
