Description
The Conditional Teaching Certificate route is for highly qualified applicants with unusual distinction or exceptional talent in the specified area demonstrated through public records of accomplishments.

Notes
A district must offer employment for the applicant to qualify for this certificate.

The certificate is only available if no other person with regular teaching certification in the teaching area is available as verified by the school district or Educational Service District or if circumstances warrant consideration of issuance of a conditional certificate. The school district or the Educational Service District must request the certificate.

In most states, teachers must have a minimum academic background for certification.

While there are no specific education requirements for a Conditional Certificate, college transcripts included in the application are helpful in securing the certificate.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.
The following is required for this route:

Course needed: After issuance, 60 clock hours (6 quarter hours or 4 semester hours) of course work in pedagogy and child/adolescent development appropriate to grade levels assigned are required..

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Notes:
In order to request a Conditional Certificate, a school district Superintendent must have some documented examples of an individual’s exceptional talent in the field.

In addition to the WEST-E, applicants must complete the ACTFL OPI and WPT in the Content Language, scoring Advanced-Low or higher.

State may review transcripts to determine content language proficiency.

In most states, teachers must apply to the state Individually or through their local School District, or Teacher Program Institution. Requirements for the application are outlined below:

Renewal: Renewable
School district must verify that applicant has completed 60 clock hours of pedagogy education since last certification.

Certificate must be renewed every two years or may pursue a residency certificate through Alternative Certification Route 3.

Form: SPI/CERT 4025A

The Conditional Certificate will also require the District Request for Conditional Certification Form SPI/4025E and, if not certified in Washington state, form SPI/CERT 4020B Character and Fitness Supplement and Form SPI/CERT 4020C Verification of Good Standing for Certificates held in other states. Applicants must also submit fingerprint and background check. All of these documents must be collected by the applicant and mailed in one package along with the fee.
Applicant must e-mail Washington Office of Superintendent of Public Instruction at cert@k12.wa.us with a mailing address to receive the fingerprint card package.

The School District, in addition to verifying that they could not find any certified applicants, must document the basis on which they are requesting the Conditional Certificate. This may require that the applicant provide documentation of being highly qualified and experienced in the Content Language and has exceptional talent or unusual distinction in the field.
