The Emergency Preliminary Certificate is for those who do not meet Initial Educator or Expert Residency requirements.
Certificate Valid for 1 year

The certificate can only be obtained through the requesting employing agency and if there are no qualified candidates.
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
Completed BA Degree
Must NOT have Current (STATE) Certification
Applicant has sufficient subject matter preparation to teach in the field but has not demonstrated the level of knowledge through the content assessment.
As of 2016, No Basic Skills Exams Required
Subject matter competence is determined by the employing agency.

Prior to first renewal applicant must pass subject matter test AND be enrolled in a preparation program if there is an approved Rhode Island program or has developed a credential development plan if there is not an approved Rhode Island program
Beginning with the second renewal, progress in the preparation program must be demonstrated. If there is no approved Rhode Island preparation program, the applicant must demonstrate progress towards the completion of the credential development plan.
Application will be made through the employing school district.
The Emergency Preliminary Certificate is issued to an applicant who has adequate content or knowledge of field preparation to fill the position while working towards the completion of requirements for full certification.
