Native speakers of French, German, Mandarin Chinese and Spanish are required to take the Minnesota Teacher Licensure Examinations (MTLE): Content Area Test.

Passing Scores:
ACTFL OPI – “Advanced Low” or
ESL – “Superior”

Non-native English speakers seeking licensure in their native language must take the TOEFL.

GENERAL NOTES FOR THIS ROUTE
A Restricted License may be issued instead to a candidate who (1) completed all board required licensure exams and human relations coursework and (2) holds or held a teaching license from another state where the license is more limited in content or grade level than a similar Minnesota license
