Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

Non-native English speaking applicants teaching a Content Language are exempt from Basic Skills Testing.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Course needed: 2 advanced language courses in advanced grammar/composition or a related content

American Indian Language: No Exam Required.

Native speakers of French, German, Mandarin Chinese and Spanish are required to take the Minnesota Teacher Licensure Examinations (MTLE): Content Area Test.

Passing Scores:
ACTFL OPI – “Advanced Low” or
ESL – “Superior”

Non-native English speakers seeking licensure in their native language must take the TOEFL.

Teacher must agree to terms of certification.
Minnesota does not have additional certification steps for experienced educators.

A Restricted License may be issued instead to a candidate who (1) completed all board required licensure exams and human relations coursework and (2) holds or held a teaching license from another state where the license is more limited in content or grade level than a similar Minnesota license
