Initial Standard Certificate – Reciprocity (VA)

The Initial Standard Certificate – Reciprocity is for those who have obtained a valid out-of-state license (full credential without deficiencies) that is in force at the time the application for a Virginia license is received by the Department of Education.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
BA Degree + Completed State Approved Teacher Education Program

Prior Certification: Must Hold Current (STATE) Certification

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.
The following is required for this route:

Applicant must have current, valid Out of State teaching license.

*Out-of-state license holders with 3+ yrs of K-12 successful teaching experience are exempted from professional teacher’s assessment.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Child Abuse:

If an Applicant holds national certification from the National Board for Professional Teaching Standards (NBPTS) or a nationally recognized certification program approved by the Board of Education he/she will be granted a VA license that is comparable.

Applicants with less than 3 years teaching experience require content language tests: ACTFL OPI and WPT
Passing Score: Advanced Low

Applying to the State
In most states, teachers must apply to the state Individually or through their local School District, or Teacher Program Institution. Requirements for the application are outlined below:

VA requires a course by course transcript evaluation of all foreign degrees.

VA requires a statement regarding equivalency of the program of study to the 4-year BA from a regionally accredited college or university. VA may accept the statement instead of a transcript evaluation.

*Please note: Applicant must submit these documents when seeking a job. Upon hiring the individual, the school district/school will submit these documents and a request for a Virginia license to the VA Department of Education office.
