The Out of State Certificate may be issued to those who have graduated from an out of state educator preparation program and do not have teaching experience or an out of state certificate. Maryland Department of Education must review each applicant.

Prior Certification: Must Hold Current (STATE) Certification

As of 2016, No Basic Skills Exams Required

Renewal requirements are dependent on the initial certificate issued (Professional Eligibility Certificate, Standard Professional Certificate I or Standard Professional Certificate II.

Background check/fingerprints not required until the candidate seeks employment with a Maryland local school system.

OPTION 1 – For candidates who have no teaching experience. You must hold a valid (current) professional certificate from another state, completed an out-of-state approved program, and have met the issuing state’s qualifying scores required for the professional certificate.

OPTION 2 – For candidates who have 2 years satisfactory full-time teaching experience. You must hold or have held a professional certificate from another state and have completed an out-of-state approved program.

OPTION 3 – For candidates who have 3 years satisfactory full-time teaching experience. You must hold or have held a professional certificate from another state and have completed an out-of-state approved program.
