Description
The Professional Eligibility Certificate (PEC) is issued to an applicant who meets all certification requirements and is not currently employed in a MD local school system or a publicly funded nonpublic school.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
BA Degree + Enrolled in State Approved Teacher Education Program
BA Degree + Completed State Approved Teacher Education Program

Prior Certification: Must NOT have Current (STATE) Certification

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

Notes
In place of the Core tests, Maryland will accept the following options from candidates: SAT, ACT, GRE

Notes:
Foreign/world language applicants who graduate from in- or out-of-state approved programs do not need to take the World Languages Pedagogy test.

Applicants certified through transcript analysis and alternative preparation programs must take the World Languages Pedagogy test.

Applicants must either major in world language, have a minimum 30 semester hours of world language coursework, or submit qualifying scores beyond those required for initial certification on content assessment.

If applicant is not currently employed in a local school system and they want to renew a certificate:

1) Send a cover letter with your name, complete mailing address, and social security number.

2) Submit official transcripts in an unopened mailer for six (6) credits (either college/university) or MSDE Continuing Professional Development credits, earned within the past five (5) years. Photocopies are not acceptable. 3) Individuals holding certification in a teaching area must submit renewal credits in reading if the reading requirement has not been met.

3) Mail a $10 money order, cashiers check, or certified check made payable to MSDE.

The Professional Eligibility Certificate (PEC) is issued to an applicant who meets all certification requirements and is NOT employed in a Maryland local school system or accredited non-public school. Once a professional is employed in a Maryland local school system or accredited non-public school, the appropriate conditional, standard, or advanced certificate will be requested on behalf of the educator.
