Residency Certificate–First Issue (WA)

Description
The Residency Certificate route is for those applying for the first time and/or with education/experience abroad.
Certificate Valid for 1 Year
Certificate must be exchanged for a 36 month certificate upon being hired.

Notes
Applicants must pass West B and West E (Content Language) within 12 months. The residency certificated (First Issue) is valid until the holder is reported as employed by a Washington School district. Then, the certificate must be reissued for a Residency certificate with a 3 year expiration date.

In most states, teachers must have a minimum academic background for certification.

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

Exam(s): One exam is required. CBEST, NES, Praxis I also accepted. See Notes.

Notes
Applicants who have not completed a state approved teacher program may apply for a Residency Certificate if they can verify 3 years of K-12 teaching outside Washington and a regular teaching certificate in another state.

Passing scores on these exams may waive the WEST B:
ACT
SAT
CBEST (California)
NES (Oregon)
Praxis I (PPST) – Reading, Writing, Math

Applicants with National Board for Professional Teaching Standards (NBPTS) certificate are exempt from WEST B.

If completing WEST B, use report code #399 to have a score sent to OSPI. Do not call OSPI or ESD offices for test information.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.

In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Notes:
Applicants must have either completed a state approved teacher program or have completed 3 years of teaching outside of Washington and hold a valid teaching certificate outside of Washington.

Applicants must complete the West E (Designated World Languages) AND the ACTFL OPI and WPT with Passing Scores of Advanced-Low.

WEST–E exemption. Applicants with National Board Certificate are exempt from the WEST–E requirement if there is a direct equivalency between the endorsements and the National Board Certificate, as approved by the PESB and published by the Office of Superintendent of Public Instruction (OSPI).

ACTFL does not administer tests for Latin. For Latin, a candidate must take the new WEST-E: DWL and the WEST-E: Latin.

To move to the next step: Professional Certificate, a teacher must be teaching in Washington
AND
must complete the ProTeach Portfolio
OR
must hold a certificate from the National Board for Professional Teaching Standards.

Notes:
The Initial Residency Certificate will be valid until applicant is hired by a public school in Washington. When hired, the applicant must replace this with a 3 year certificate which will cost an additional $33.00.
Applicants must e-mail: cert@k12.wa.us with a mailing address for the fingerprint card package.

All nine educational service district (ESD) offices within Washington state can process fingerprints electronically using live-scan technology.

Transcript evaluation required for out of country degrees. US BA Equivalency must be shown.
