Description
The Short Term Staff Permit (STSP) allows an employing agency to fill an acute staffing need when local recruitment efforts have been made but a fully-credentialed teacher cannot be found.

Notes
An “acute staffing need” exists when an employer needs to fill a classroom immediately based on an unforeseen need. Examples of reasons that justify the request for issuance of a STSP are: the teacher of record is unable to finish the school year due to approved leave/illness; enrollment adjustments; or as a bridge document when an individual has satisfied the subject-matter competence requirement but is unable to enroll in a teacher preparation program.

If the employing agency verifies in writing that the individual will teach summer school, the expiration date of the STSP may be as late as September 1. The STSP is not renewable and cannot be issued to an individual who previously held five or more emergency teaching permits.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.
The following is required for this route:

Orientation to the curriculum and techniques of instruction and classroom management.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Content Language Proficiency:

Exam(s): Exams are language specific.

Course needed: A degree major in the Content Language or at least 18 semester units, or 9 upper division semester units, of course work in the subject to be listed on the permit. 3 year or higher degree in which all instruction was in Content Language.
Accept Scores from Out of State

Notes:
CA will accept the ACTFL OPI, WPT for language exams not offered by the CSET.

State may review transcripts to determine content language proficiency.

For all authorizations, all course work must meet the following criteria:
– Must be completed at a regionally-accredited college or university
– Must be baccalaureate degree-applicable (non-remedial)
– Must be earned with a “C” grade or higher (“Pass” and “Credit” grades meet this requirement)

Applicants can submit proficiency in Content Language if:
Pass the listening and speaking sections of Test 6 of the BCLAD Examinations in the Content Language. The BCLAD Examination is no longer initially offered. Passing exam scores remain valid for 7 years from the individual test date.

Written justification for the STSP must be submitted to the Commission, signed by the employing agency’s Superintendent or designee. In the case of a state certified nonpublic, nonsectarian school and agency as defined in Education Code sections 56365 and 56366, the school director’s signature is required.
