Standard Certificate (NJ)

The Standard Certificate is a permanent certificate is issued to an individual who has successfully completed the PTP program, holds a previously issued NJ instructional certificate, or holds a valid out-of-state instructional certificate equivalent standard instructional certificate and has at least two effective years of teaching that were completed within three consecutive years within the last four calendar years.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.

In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

An applicant who holds the Meritorious New Teacher Candidate (MNTC) designation or National Board for Professional Teacher Standards (NBPTS) certification and the corresponding Out of State license or certificate shall be eligible for the standard certificate in the MNTC designated or NBPTS certificate field without additional requirements.

After September 1, 2015, achieve a minimum score established by the Department on a Commissioner-approved test of basic reading, writing, and mathematics skills, or score at least 1660 combined critical reading, writing, and mathematics score on the SAT, at least a 23 on the ACT, or at least a 4.0 on the analytical writing section and a combined score of 310 on the quantitative and verbal sections of the GRE.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Teaching English As a Second Language:

Second Language Acquisition & Related Methodologies

Please note that before a CEAS or standard certificate may be issued, a minimum of 3 semester-hour credits in second language acquisition theory and related methodologies offered by a regionally accredited two or four year college or university must be completed. A list of approved courses to meet this requirement can be accessed at the following website: This course is not required in order to receive a CE.

ACTFL OPI: Passing Score: Advanced Low for All languages except Chinese, Japanese, and Korean.

ACTFL OPI: Passing Score: Intermediate High for Chinese, Japanese and Korean.

Praxis II World Languages: French/German/Spanish for Grades 5-8 certificates only

Applicant must possess linguistic competency in the designated world language as demonstrated on a Department-approved, nationally recognized test of oral language proficiency for spoken language, reading/writing proficiency for classical languages or receptive/expressive proficiency for American Sign Language.


Out of State Applicants who have not taught successfully for 3 years under their Out of State certificate shall be required to meet the New Jersey GPA requirement. Successful teaching experience shall be documented by a letter of experience from the applicant’s supervisor or authorized district.

Applying to the State
In most states, teachers must apply to the state Individually or through their local School District, or Teacher Program Institution. Requirements for the application are outlined below:

One cannot complete the entire application process online.

After applying online, please submit ALL necessary documentation together IN A SINGLE PACKET to the NJ DOE in order to complete your application. Please put your tracking number or Social Security number on all documents that you send to our office.

Documents required: either US citizen Oath of Allegiance (or Non-US Citizen Oath of Allegiance and Non-Citizen Affidavit of Intent to Become a Citizen) , official sealed transcripts, and copy of test scores.
The fee is $95.00 for endorsements that do not require a test and $115.00 for endorsements that do require a Praxis II Content Knowledge test.

A completed application for an Out of State applicant must include the following:
A Web application
A notarized Oath of Allegiance/Verification of Accuracy form
Official college transcripts noting degree conferral date and GPA. Please submit all official transcripts containing course information relevant to your area of interest in sealed envelopes
Applicable test scores for Praxis II Content Knowledge test(s)
Applicable test scores in oral proficiency for World Language, ESL and Bilingual endorsements
A Verification of Program Completion (if applicable)
Copies of out-of-state licenses (if applicable) and
An original letter from school administration documenting the grade level and period of time you taught under your valid state-issued license. Your letter must be printed on official school letterhead.
Oath of allegiance/verification of accuracy form – only to be completed by US Citizens:

An original foreign credential evaluation from a reputable agency for all coursework completed outside the United States. The documentation should state the degree equivalency from a regionally accredited four-year college program completed within the United States; semester-hour equivalents of each area of college-level study in a course-by-course format, and the cumulative baccalaureate and advanced degree GPAs.

The New Jersey DOE provides transcript evaluations to determine if applicant coursework meets certification requirements for a $70.00 evaluation fee.

New Jersey Specific:
Physiology and Hygiene Requirement
This requirement may be completed by presenting evidence of basic military training
by completing a course such as biology, health or nutrition that appears on a regionally accredited 2 or 4 year college or university transcript, OR by completing a 35 question True/False test administered in the county office of education.
