Description
Applicant positions designated as having a shortage of fully certified teachers for individuals who are not eligible for any other certificate.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
Completed BA Degree
BA Degree + 6 Credits

Prior Certification: Must NOT have Current (STATE) Certification

Notes
24 credit hours required for Standard Certificate, but only 6 required for Targeted Needs Certificate.

As of 2016, No Basic Skills Exams Required

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.
The following is required for this route:

Course needed: Completed a minimum of 6 semester hours in the world language endorsement area being sought or earned a score of advanced level or higher on the ACTFL Writing and Oral Proficiency Interview

Passing Score: Advanced Level or higher

Native Languages – Wapanohki languages subject matter competence: Applicant meets tribal proficiency standards to teach that tribe’s native language, documentation by recognized Indian tribe in Maine, or by the Chair, and whose signature in either case is attested by the Tribal clerk.

Renewal: Renewable
The targeted need certificate may be renewed a maximum of two additional terms. See http://maine.gov/doe/cert/renewal/one-year.html

Requirements:
1. Has a support team and a teacher action plan;
2. 6 semester hours of the requirements for the area in which the certificate or endorsement is issued or completion of all required coursework;
3. Qualifying scores for reading, writing, and math on the Pre-Professional Skills Test prior to the issuance of a second certificate
4. Has met the qualifying scores for all assessments prior to the issuance of a third certificate; and
5. Remains ineligible for a conditional, provisional, or professional teaching certificate or transitional endorsement
6. 6 semester hours of the liberal arts or content areas
7. Additional targeted need certificates may be issued if the applicant meets all of the following:
a. Remains ineligible for a conditional, provisional, professional certificate or a transitional endorsement.
b. Annually attempts to meet the qualifying scores for reading, writing and math of the Pre-Professional Skills Test prior to the issuance of a new targeted need certificate
c. English is not first language; and
d. Annually documents they are being tutored in reading, writing, or math, whichever is appropriate.

All school personnel are required to complete in-service suicide prevention awareness education training.
No Maine certification until fingerprints on file.

GENERAL NOTES FOR THIS ROUTE
The applicant will be eligible for a targeted need certificate if they have completed 6 credits of coursework toward this endorsement.
