The Temporary Teaching Certificate route is for those who have not qualified for an Initial Professional Teaching Certificate.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
BA Degree + Completed State Approved Teacher Education Program

GPA: 2.5

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.
The following is required for this route:

Applicants who meet one or more of the following criteria may be exempt from the Praxis Core:
1) Masters degree
2) ACT or SAT exams, see WV BoE for score limits.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Accept Scores from Out of State

Chinese, French, German, Japanese, Russian, and Spanish applicants may take the ACTFL OPI, WPT.

There is no Praxis for ASL: An applicant who holds valid certification through the American Sign Language Teaching Association or valid National Interpreter Certification through the Registry of Interpreters for the Deaf is not required to satisfy the Sign Language Proficiency Inventory: ASL or the American Sign Language Proficiency Interview (Gallaudet University) requirement.

WVBE will examine transcripts/experience for completion of content language with no assigned Praxis test.

Out of State teacher program with the exception of the required tests in pre-professional skills, content and/or professional education must be completed or possess an out-of-state/foreign teaching credential before applying.

Renewal: Nonrenewable
The Temporary Certificate is valid for a period of one year and may not be renewed. Will transition to Professional Teaching Certificate.

Fingerprint fee: $47.25

First time applicants must complete a background check. Use Form 7.

International applicants must have transcripts evaluated by a credential service such as:
American Association of Collegiate Registrars and Admissions Officers (AACRO)


Academic and Credential Records, Evaluation and verification Service (ACREVS).

The Temporary Certificate is valid for a period of one year and may not be renewed. Will transition to Professional Teaching Certificate.

A Temporary Teaching Certificate may be issued to an applicant who has completed:
1)the minimum of a bachelor’s degree or master’s degree through an accredited institution of higher educationor an equivalent degree through an institution of higher education in a foreign country;
2) the general requirements-specified for all licensures;
3) the minimum GPA (2.5); and
4) the conditions for issuance. A Temporary Certificate may be issued in the teaching specializations. The Temporary Certificate shall be endorsed to indicate the specialization(s) and grade levels in which the holder can be legally assigned within the public schools. Experience gained on the Temporary Certificate may be used for conversion purposes.
