Description
A Full-Year Permit is issued when a school district or nonpublic school cannot obtain a properly certificated teacher.

The permit is limited to non-certified teachers.

Minimum Academic Background
In most states, teachers must have a minimum academic background for certification.
The following is required for this route:
BA Degree + Major in Content Language
BA Degree + Enrolled in State Approved Teacher Education Program

Prior Certification: Must NOT have Current (STATE) Certification

Basic Skills
In most states, teachers must verify basic skills in English (Reading and Writing) and Mathematics through coursework, exams, or degree evaluations.

Teacher Preparation
In most states, teachers are required to complete training in education methods through a teacher program.

In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Minimum enrolled 15 hours in teacher program

State may review transcripts to determine content language proficiency.

ACTFL proficiency scores:

Renewal: Renewable
First Renewal: 6 semester hours toward certification. School district must provide updated documentation that it is unable to find a certified teacher and the applicant has completed six additional semester hours of credit toward appropriate certification. Applicant passes the MTTC basic skills and appropriate subject area tests within three years of employment.

Subsequent Renewals: Six additional semester hours of credit. School district must provide updated documentation that it is unable to find a certified teacher and the applicant has completed six additional semester hours of credit toward appropriate certification.

Applicant passes the MTTC basic skills and appropriate subject area tests within three years of employment.

Districts/schools must apply for permits through the Michigan Online Educator Certification System (MOECS)

$45 application fee due in 30 days
TB Test 3 Years Current

Transcript Evaluation: English translations and Course by Course evaluation is required.

Requires individuals employed under a full-year permit to become fully certified for the assignment within four years to continue teaching in the assignment.
