Provisional Foreign Teacher Teaching Certificate (AZ)

Description
This Provisional Certificate is required for a teacher or professor from any foreign country, state, territory or possession of the United States contracted through the Foreign Teacher Exchange Program or other foreign teacher recruitment programs approved by the United States Department of State.

Valid J-1 or H1-B visa is required.

Notes
The certificate may be extended for up to 2 additional years upon request by the contracting board.

A prospective teacher seeking to instruct in a language other than English may furnish a letter for submission to the Arizona Department of Education, on official letterhead, signed by the dean or designee of the home university to verify mastery of the purposed language of instruction. The Arizona Department of Education shall review and may approve submissions for the prospective teacher’s exemption to the ACTFL Exam.

Content Language and English Language Proficiency
In most states, teachers are required to submit evidence of content language proficiency and English language proficiency through coursework, exams, or degree evaluations.

Content Language Proficiency:

Exam(s): ACTFL Proficiency Scale used to determine equivalency.

  • ACTFL OPI, WPT
    Arabic, Chinese-Cantonese, Chinese-Mandarin, Greek (Modern), Haitian Creole, Hindi, Italian, Japanese, Korean, Polish, Portuguese, Russian, Serbian, Turkish, Urdu, Vietnamese
English Language Proficiency: Oral, Written, TOEFL – Minimum 84. or
IELTS – Band six or higher or
PTE Academic – Score 55

Notes:
A prospective language teacher may submit a letter to the Arizona Department of Education, on official letterhead, signed by the dean or designee of the home university to verify content language mastery.

The Arizona Department of Education shall review and may approve submissions for the prospective teacher’s exemption to the ACTFL Exam.

The Arizona Department of Education may also review college transcripts to determine content language mastery/proficiency.

Candidates may submit verification of comparable out of country teacher preparation program in the content language.

ACTFL OPI/OPIc & WPT required for World Languages except for Spanish, German, French, or English.

Requirements for an Extension of the Provisional Foreign Teacher Teaching Certificate are:
1. Completed Application for Extension of the Provisional Foreign Teacher Teaching Certificate.
2. Appropriate Fee (See Application for Extension of the Provisional Foreign Teacher Teaching Certificate).
3. Consent verification letter of intent to hire from the contracting governing board, the education service agency, the charter holder, or the Arizona Board of Regents indicating grade level placement and school district signed by the district Superintendent or HR director.
4. A photocopy of your valid Arizona Department of Public Safety Identity Verified Prints (IVP) fingerprint card (plastic).
