Overview

The state of Maryland has a four-tier teacher certification system: Professional Eligibility Certificate (PEC), Standard Professional Certificate I (SPC I), Standard Professional Certificate II (SPC II), and Advanced Professional Certificate (APC). Under the traditional certification route (or Maryland Approved Program, MAP) the students are required to complete an educator preparatory program and meet the testing requirements in order to qualify for a teaching certificate. Teacher preparatory programs are offered at a bachelor’s level and at a master’s level. In addition, there are Associates of Arts in Teaching degree programs at Maryland’s two-year community colleges designed to link up with four-year programs to provide opportunities to achieve teacher certification. For those who have not completed a teacher preparatory program in Maryland, there is an option for an alternative route for certification. Applicants seeking certification in a world language may meet the testing requirement by presenting qualifying scores on the Praxis content assessment in the specific language or presenting qualifying scores on both the ACTFL OPI and WPT for that language: http://www.marylandpublicschools.org/about/Pages/DEE/Certification/testing_info/actfl.aspx The pedagogy test (Praxis 5841) is not required for graduates of approved teacher preparation programs in world languages; however, it is a requirement for candidates completing certification through the transcript analysis route or through alternative preparation programs.
