Guam has a 3-tier teacher certification system with Initial, Professional, and Master Teacher certification levels. An Initial Educator Certificate may be issued to an applicant who is a graduate of the approved teacher programs, or who is an alternative route candidate just starting out as a new teacher. The Initial Educator Certificate is issued for 3 years and is non-renewable. The Initial Educator Certificate can be advanced to a Professional Educator Certificate after two years of being an Initial Educator Certificate holder and upon meeting mentoring, professional development and testing requirements. A Master Educator
Certificate may be issued to an applicant who presents evidence of having a minimum of five (5) years of satisfactory teaching experience and an earned master’s degree and/or a National Board Teacher Certification. Holders of degrees in teacher preparation awarded by an institution accredited by the National Council for Accreditation of Teacher Education (NCATE) shall be eligible for an Initial Educator Certificate.
