Guam has a 3-tier teacher certification system with Initial, Professional, and Master Teacher certification levels. An Initial Educator Certificate may be issued to an applicant who is a graduate of the approved teacher programs, or who is an alternative route candidate just starting out as a new teacher. The Initial Educator Certificate is issued for 3 years and is non-renewable. The Initial Educator Certificate can be advanced to a Professional Educator Certificate after two years of being an Initial Educator Certificate holder and upon meeting mentoring, professional development and testing requirements. A Master Educator
Certificate may be issued to an applicant who presents evidence of having a minimum of five (5) years of satisfactory teaching experience and an earned master’s degree and/or a National Board Teacher Certification.
