Those applicants who completed an approved program outside of PA but do not currently hold a professional level out-of-state certificate, OR those hold an out-of-state professional license are eligible for a certificate reciprocity approach. All applicants for initial certification in PA must apply for a Level I credential type. To qualify the applicant my submit  a copy of a current and valid professional level state certificate comparable to the PA certificate being sought or proof of completion of an educator preparation program approved for certification in the state in which the program was completed, and take the PA required content test(s) and meet the PA qualifying score. No other tests can be substituted. The basic skills assessments are not required for post-baccalaureate program completers or for applicants who hold a conferred master’s degree.
