The Illinois State Board of Education (ISBE) is designated as a sponsor of an Exchange Visitor Program by the United States Department of State. This license is only available for educators educated abroad who have gone through a formal recruitment process with an Illinois school district. The Illinois school district must have a memorandum of understanding with the country where the recruitment takes place. There is currently one Memorandum of Understanding (MOU) agreement with Spain. This MOU has been established as a means of promoting multi-cultural and educational understanding, creating a foundation for educating and connecting Illinois students, schools, communities and educators with other countries and to build support for bilingual education. The license is valid for 5 years.
