The state of Washington has a 3-tier certification system with Residency/Initial (tier 1), Standard/Continuing (tier 2), and Professional (tier 3) levels. The Pre-residency Clearance Certificate is issued to educators who are currently completing their teacher preparation program and are starting student teaching. After completing their program and testing requirements, the educator program graduate is recommended for a Residency First Issue Certificate by a state of Washington approved teacher preparation program. When a master’s degree is earned, the educator can apply to upgrade the Residency Certification to the Standard/Continuing Certificate. In order to advance from the Residency directly to the Professional Certificate, the teacher must complete a Washington professional certificate assessment (ProTeach) and have evidence of five years of teaching experience in a P-12 setting.
